A criminologist specialising in custodial settings, she has worked for many years as an independent consultant to HM Prisons Inspectorate.

A former member of the Parole Board for England and Wales and currently Northern Ireland Sentence Review Commissioner. Member in respect of the UK of the CPT (the European treaty body working in the field to prevent ill-treatment of persons deprived of liberty) from 1997 to 2009 and President from 2000-2007; member of the SPT (the new UN treaty body performing the same function globally as the CPT regionally), and first President from 2007 to 2009. Trustee of the Prison Reform Trust (PRT) and the Prison Advice and Care Trust (pact).
